Title: Pretty, but does not fluff up skirt

The petticoat was very pretty under my Dorothy costume, but it didn't make the skirt fluff out and bounce, like I thought it would. Also, the tulle is a bit itchy/coarse and you can see right through it. I was hoping for some added coverage to the already short Dorothy skirt, but the only pretty part is the very bottom of the petticoat. You don't want the tulle part to stick out b/c it's not pretty and you can see right through it! I'm returning it and trying the new for 2008 petticoat.
